What is the Progressive Safe System (PSS)?

The Progressive Safe System (PSS) is a set of safety measures mandated by Transport for London (TfL) for Heavy Goods Vehicles (HGVs) over 12 tonnes with a Direct Vision Standard (DVS) star rating of zero, one, or two. Effective from 28 October 2024, these vehicles must be equipped with the PSS to operate within Greater London.

Do all HGVs need PSS compliance to operate in London?

All HGVs over 12 tonnes operating in Greater London must hold a valid HGV Safety Permit. Vehicles with a low Direct Vision Standard (DVS) rating—zero, one, or two stars—must also be fitted with the Progressive Safe System (PSS). HGVs with a three-star or higher DVS rating still require a permit but may not need PSS equipment.
